ISLAMABAD: Islamabad High Court (IHC) has expressed annoyance over non implementation of its orders in PMDC case.
During the course of hearing of the case Justice Mohsin Akhtar Kayani remarked Wednesday “ ministry of health is playing with fire. They have no idea what they are doing. If government of Pakistan starts doing things like this then people will throw stones on it.
PMDC employees reached IHC in connection with implementation of court’s orders.
Additional secretary health appeared before the court.
Defence counsel told the court the health ministry has sealed the building and has taken all the record into its possession.
Justice Mohsin Akhtar Kayani inquired district administration has not sealed the building.
Upon it he was told that ministry on its own has locked the building.
Justice Kayani remarked if government of Pakistan does not need this department then it should get abolish it through parliament. Tomorrow if they seal your office then what image of Pakistan will come before the world. Health ministry could not succeed in ascertaining any thing about Keemari gas how will they fight against Coronavirus. You have to pay salaries to the people tomorrow if not today. You have to get seat them on the chairs. You sealed the institution which regulates the doctors. The country will be ruined if you start giving this treatment to every institution. If there is any issue of law and order that office has been sealed.
Additional secretary health told the court 550 employees are working in health ministry.
Justice Kayani remarked “you cannot make it a question of your prestige. If you abolish lawyers body this way then you will see what happens. You will remove the people from jobs daily through presidential ordinance.
He observed “ should I say to people to break the lock of office and go inside. Tell the health secretary to use senses. We feel ashamed while reading ministry of health notification. Even Patwari will not write the way notification has been issued. Why ministry of health does not work by sitting with these people. These people will be reinstated and perform their duty according to judgment given by the court. PMDC has been restored. Now file intra court appeal.
He remarked the minister or secretary who has sealed the office by playing role of Sultan Rahi has done extremely wrong.
The court issued contempt of court notice to secretary health and sought reply from him.
The court directed all the concerned parties and secretary health to appear before it in person on next hearing.
It is pertinent to mention here that IHC while suspending government notification on dissolution of PMDC had reinstated all the employees of thePMDC.
The hearing of the case was adjourned till March 25.
