“Sets revenue collection target of Rs. 17098.012 million; overall expenditure budget for 2017-18 has been estimated at Rs.19123.896 million including development expenditure estimates of Rs. 2185.882 million whereas non-development expenditure of the Council’s Secretariat and its departments amounting to Rs. 2197.290 million”

Islamabad: (Parliament Times) The AJK Council approved the proposed budget of the Council for the year 2017-18 with 10% cut in its non development expenditures, more over the Federal government would provide Rs 1.5 Billion in grant in aid to the AJK Council to overcome the Budget deficit.

Budget was presented in the 1st sitting of the 54th Session of the council, which was held on 25th September, 2017 in Islamabad, whereas the second sitting of Kashmir Council Budget session was held under the chairmanship of Chairman AJK Council / Prime Minister Pakistan Shahid Khaqan Abbasi on October 26, 2017 in AJK Council Secretariat Building Islamabad. Minister in charge AJK Council / Federal Minister Ch Muhammad Berjees Tahir presented the budget of AJK Council for the year 2017-18.

The salient features of the budget are:-

Total revenue targets for the year 2017-18 is Rs. 17098.012 million.
Total expenditure budgeted for the year 2017-18 is Rs. 19123.896 million including development expenditure estimates of Rs. 2185.882 million and non-development expenditure of the Azad Jammu and Kashmir Council’s Secretariat and its departments amounting to Rs. 2197.290 million.
Rs.2185.882 million are proposed for development expenditure including Rs. 450.000 million for Azad Jammu and Kashmir Council Members’ Development Programme, (Rs. 50 million for each Member), Rs. 200.000 million for Block provision for Minister In-charge Rs. 1193.396 million for on-going development portfolio and Rs. 342.486 million for new Schemes.
The Government of Pakistan has revised the basic pay scales 2017 and allowed Ad-hoc Relief Allowance, 2017 @ of 10% on the running Basic pay to its employees. Therefore, the Azad Jammu and Kashmir Council also proposes the adoption of the same for its employees on the same lines from 1st July, 2017.
The Government of Pakistan increases the pay, allowances and other emoluments to its employees, from time to time during financial year, therefore, it is proposed that the same increases with same ratio/percentage be applicable to the employees of Azad Jammu and Kashmir Council and its departments with the approval of Secretary-in-Charge, Azad Jammu and Kashmir Council being Administrative Head and Principal Accounting Officer of the Council. It would be brought before the house as Revised Estimates.
