03 COPs including SHO Mirpur City PS suspended for dereliction of duties: SSP Irfan Salim Talks To Parliament Times

MIRPUR, (Parliament Times):  Mirpur Senior Superintendent of Police Irfan Salim Friday suspended three police officials including the city inspector (SHO) for dereliction of duties following the alleged suicide by a recent triple murder case accused in the police custody in the city police station Mirpur on Thursday (May 28).

“Two separate inquiry committees, constituted by the District Magistrate Mirpur and the Mirpur SSP have begun probe into the tragic incident of the suicide by the recent triple murder-case of two gypsy women and a baby girl in adjoining Mian Muhammad town of Mirpur reported on May 13, this year”, SSP Irfan Salim said in a media brief here Friday afternoon.

When contacted the district police chief Raja Irfan Salim told this Correspondent Friday that those to be found responsible of the tragedy in the light of the inquiry report would be booked and taken to task under the law without any discrimination. “The incident of suicide by the accused Muhammad Rizwan s/o Muhammad Ashraf r/o Barnala town of Bhimbher district in the police custody, involved in the recent triple murder case, is tragic”, the SSP said in his news brief about the incident.

Unveiling the details, the district police chief Irfan Salim said that the accused Rizwan, along with two of his accomplices, had brutally bricked to death two women and an infant (baby girl) of one and half year of age on May 13, this year, in Mian Muhamamd Town. He continued in the brief as saying “the police arrested all the three main accused involved in this brutal offense of the blind triple murder case. Since the incident was of the blind triple murder, all the three accused were locked separately for completion of the due better investigations into the case.

The accused Muhammad Rizwan s/o Muhammad Ashraf r/o Barnala town of Bhimbher district had been arrested on May 25 and was produced before the magistrate the next day for securing the remand. After securing the remand of the accused, police recovered the body of the assassinated lady Neelam Pari from a deserted site adjacent to an under-construction school building in Ban Khurma – locality of the adjoining Mian Muhamamd Town on May 27 on separate identification by all the three arrested accused in presence of the duty magistrate and local notables.

The preliminary inquiry into the alleged suicide by the accused from the duty police officials at the city police station said that the accused Muhammad Rizwan with both handcuffs was solitary locked in a barrack affixing his handcuff chains with handles of the main doors of the lock up. The duty police constable was very much present on his duty at the main entrance of the police station. At the same time at 03.45 p.m (May 28) the accused Muhamamd Rizwan is stated to had moved to fasten the chain around his neck at pulled back which caused his death.

As a result of the death of any accused in the police custody, the Area Magistrate use to compile a report into such incident under Section 176 (Criminal Section of the law) and determines the responsible of such events.

The incident was immediately reported to the Area Magistrate (Assistant Commissioner Mirpur city) who immediate rushed to the site of the incident to conduct the immediate inquiry. Deputy Commissioner Mirpur Raja Tahir Mumtaz and the SSP Irfan Saleem also immediately rushed the city police station to assess the situation at the site. And later both the officers went to the Mirpur Div. Headquarter Hospital and inspected the body in connection with preliminary investigations. A team of doctors also inspected the site of the incident in the city police station after exercising anatomy / post mortem of the body”, the news brief said. The SSP Irfan Saleem further said that the District Magistrate Mirpur has constituted an inquiry committee headed by Additional Deputy Commissioner (General) Mirpur Qaiser Aurangzeb after the preliminary report filed by the Duty Magistrate (AC Mirpur) in order to unearth the actual causes of the tragic incident. The District police chief said that three of the police officials including the SHO City Police Station, Moherar and a duty constable have been suspended from service under the efficiency and discipline rules and departmental probe has been inituated through an inquiry committee headed by DSP City Ch. Ansar Ali. “ Immediate necessary action will be initiated against those to be found responsible of the incident in the light of the postmortem and the inquiry reports”, the SSP concluded.
