Justice is the cardinal feature, which mirror the true picture of a society, whether moving towards happiness or lawlessness. Unluckily Pakistan is a country where justice is unseen and intangible. Before coming to the power corridor the Prime Minister Imran Khan was too ardent to claim that he is to start endless drive against corruption and corrupt practices in every sphere of life. His articulation against corruption made the masses to believe that the real change in society is going to take place in governmental and societal structure. People who were ever sick of Police behavior and cruelties of Police officials and overall law and order situation of the country were made to assume that the era of PM, will be the harbinger of peace and prosperity but unfortunately he was unaware of the shackles, the bureaucracy was going to put his ideas. His vibrant mind and vision could not foresee the radical changes and polarization in bureaucratic tactics to handle the changing scenario.
PM Imran Khan had no previous experience to handle the rampant bureaucracy. He posed himself as argues, having penetrating eyes on the bureaucratic conspiracies and fully sensible to virulent tactics of shrewd segments of bureaucratic set-up. Pragmatism is the main feature of bureaucracy, which make the enthroned government whittle its polices to tailor those to suit their whims. A large segment of bureaucracy is devoid of patriotic viability. Their ambitions are drifted towards their own aggrandizement and amelioration. Shorn of patriotism, these stalwart members of bureaucracy manipulate a comprehensive strategy to hold the reins of the incumbent government. There is long lists of serving high ranking officials who have dual nationalities to settle themselves and their high bread broad. Their interest in Pakistan is centered around the appetite of fleecing the national exchequer. By this whittling act they aggravate the highly sored wounds and afflictions of the masses. Such a clique of high-ranking officials make the PM and his cabinet believe that they are most sincere to their job to serve the nation with zeal, fervor and dedication. The PM and his cronies take relief in the belief that they had a team of very sincere and hardworking professionals to lead the nation towards progress and peacefulness and the country is moving towards progress in an unprecedented way. The self-centered clique of bureaucrats endeavor hard and make hectic efforts to win the heart of newly incumbent government. The policies are devised in such a way as to seem to be most beneficial to the people but managed and implemented in a way ensconced with thorny issues to never yield fruits to the people. The policies of government apparently seem to be beneficial to the general people, but in reality there is hardly a few who can avail of the opportunity.
Police department is responsible for law and order situation of the country and the billions are allocated yearly to curtail the woes and sufferings of the people, but unfortunately a large chunk of the funds allocated for public interest goes to the pockets of selfish police officials. To curb the financial malpractices and misappropriation of funds NAB has been assigned the powers to clinch on the corrupt police officials.
NAB has taken a few notices of police funds embezzlements and a large number of complaints of embezzlement remained un-addressed. It is perennial hue and cry amongst masses that District Police funds are curtailed relentlessly by DPO’s and SP’s investigation and even a penny is not spent on investigations. Victims of cruelties and injunctions are made to bear the expenditures of investigations which ultimately go un-redressed and further aggregate the afflictions of victims. Child abuse is a rampant crime in Punjab and District Kasur and Okara have figured out as bearing a large number of child abuse and rape cases of innocent poor girls are alarmingly increasing in both the districts. Other districts are, also, not free of these heinous crimes. In a few most highlighted cases the culprits were brought to book.
In a large number of rape cases against virgins and women the justice remained in slumber and intangible due to the negligent behavior of the investigation officers and watch dogs. Such heinous crimes of child abuse, the rape of virgins highly disturbed the lower layers of society. Having prima facie, analytical and gigantic approach and study of societal structure one finds himself to formulate firm assertion that the high pedestrian of Police are inaccessible to the afflicted and victims and lower police officials are left un-bridled to play havoc and further aggravate the afflictions of victims and the people have been left to lead insecure life, vulnerable to heinous crimes. PM and CM are required to be quick to give redressal to the forlorn segment of society and make comprehensive policy of police reforms. Within the department accountability is the high need of the time. People have often been listened to murmur to resound that a commission comprising retired judges be constituted to address the public complaints against police officers and malpractices in investigation process as well as embezzlement in Police funds allocated to mitigate the sufferings of victims of injustice. Unbridled police officials are playing havoc to the law and society, they require to be made answerable to Police complaint commission to face punishments in case of violations of law and rules.
The society shorn of Justice is not a society in real sense and to make Pakistan a nation, we need the general overhauling of police system, to move forward to the concept of a peaceful and ameliorating nation, having the strong economy, free of alien shackles and being subservient of affluent nations.
