Islamabad: Chief Justice of Pakistan (CJP) Mian Saqib Nisar has remarked it is imperative for CDA to implement new policy about marriage halls and marquees.
He further remarked if any marriage hall or marquee is found illegal after formulation of policy then chairman will be responsible.
He gave these remarks while presiding over a 3-member bench of SC during the course of hearing of suo motu notice of illegal marriage halls and marquees in Islamabad on Monday.
CDA while filing report in the court about illegal marriage halls and marquees told that 70 marriage halls, marquees are functioning in Islamabad without approval by CDA. Laws are not in place in Islamabad about marriage halls and marquees. CDA has worked out draft laws about marriage halls and marquees during its first meeting of board in 2018.
It is said in the meeting at least 2000 square yards land has been fixed for marriage halls and one will be allowed to construct maximum two buildings. Marriage halls and marquees can cover maximum 50 percent land. It is essential that fire and safety standards are met.
The report said that the owners of marriage halls and marquees will have to meet the set standards within 6 months of the issuance of the notices. CDA board has approved proposed laws.
Additional Attorney General told the court CDA has evolved policy for marriage halls and marquees. Marriage hall owners will be required to make arrangements for parking and security. All the marriage halls will be required to get them regularize after issuance of notice.
Justice Umar Ata Bandial remarked no mention is made about dumping the filth in the report.
CJP remarked when filth will go down the ground then under ground water will become polluted. It may be ensured that all marriage halls will be regulated within 6 months. What will be penalty if the marriage halls are not regulated within 6 months. CDA should convene the meeting today again and include these changes in the policy,. Following the formulation of policy if any marriage hall or marquee is found then chairman will be responsible for it.
The hearing of the case was adjourned till Tuesday.
