ISLAMABAD,   (Parliament Times) : A female employee of Workers Welfare Fund (WWF) under Ministry of Overseas Pakistanis Somera Koser joined WWF as Assistant Director in 2008 on adhoc basis without any advertisement, without due competitive process, without existence of any such provision in relevant Service Rules and got herself regularized by an authority not competent to do so. Later, she got herself promoted as Deputy Director without availability of such post under promotion quota in 2014. Her initial appointment was challenged by one Zahid Ali before Islamabad High Court by filing writ petition No.4738
of 2016. Next regular hearing of the court case is fixed for 22nd of September 2022.

In the meanwhile, Somera Koser without indicating specific course of study, without indicating any specific country, without relevance of such higher studies with her job description and without obtaining prior approval of Ministry of OP&HRD, has maneuvered to apply for PhD in Business Studies abroad; and succeeded to secure conditional offer of fully sponsored PhD in Business Studies as she has yet to qualify Test of English as a Foreign Language (TOEFL).

Now she is attempting to seek study leave of four years on half average pay, which is not admissible to her as the PhD in Business Studies is not relevant to her job description as well as her initial appointment in WWF is being examined by Islamabad High Court under Article 199 of the Constitution. Surprisingly, WWF has also extended her all advances i.e. House Building, Motor Car, CP Fund, etc. even more than once by violating relevant Service Rules and by ignoring the possibility of termination of her services by the Islamabad High Court in near future.
