The troops martyred the youth during a cordon and search operation at Kralgund in Handwara.
Inspector General of Police (IGP) Kashmir in a tweet claimed that one of the oldest and top commanders of Hizbul Mujahideen Meraaj-ud-Din alias Ubaid was killed in Handwara during an encounter with the troops.
Local residents talking to media men said that it is staged encounter as Indian troops and police personnel arresting the youth and killing them in a fake encounter for their promotions and other rewards.
The operation was going on till last reports came in.
