Islamabad: A major reshuffle is expected in CDA with the formation of a new government.
Five member board including CDA Chairman will be changed. Due to the retirement of the CDA Member Planning the post is lying vacant whereas the position of Member Administration is still vacant and post of Member Environment is already vacant. In addition to this several departments of CDA such as Planning, Estate, Land, Disaster Management and Building Control are allegedly involved in mega corruption and plundering. Most of the officers have been posted on their present seats for the last 10 to 15 years which is the main cause of the corruption.
Sources told that with the formation of new government an effort will be made to set right the direction of the federal capital because not only the general masses reposed confidence in the would be Prime Minister Imran Khan but the people of the three sections of the capital have entrusted to the PTI. That is why PTI government will give priority to solve the problems of the people of Islamabad through major changes in the institutions of Islamabad. The most important institution is CDA and will bring the Chairman and Members of Board of its choice, followed by screening of the officers involved in corruption.
PTI sources also told that all high profile officers of the institutions will be appointed on the basis of merit but not on political and reference basis. Appointments and transfers in the CDA have always been made on the basis of reference from federal government. For the last 5 years at times 4 Chairmen have been posted in CDA but for most of the time the fast friend of Nawaz Sharif, Sheikh Ansar Aziz, a contractor has been elevated as Mayor and given the additional charge of CDA Chairman, who has not only ruined the economic fiber of this vital institution but blue eyed and inexperienced officers have been appointed on the basis of references and recommendations and inflicted the CDA losses and indebted to the tune of billions of rupees. Masses have lost confidence in the institutions.
According to one analysis the three sections of the federal capital mostly consist of rural voters and mostly populated by Islamabad affectees. And for the first time the voters of three sections have reposed confidence in Imran Khan. In the urban areas of Islamabad water is the major problem whereas the residents of slum areas are facing a lot of problems and lack of basic facilities like water, gas, electricity and construction of houses. The rural areas of Islamabad face the problems of sui gas, sewerage and water.
Federal Minister Tariq Fazal Chaudhry of the former government has been badly rejected by the masses because in constituency 52 during the last 10 years he has usurped the basic rights of the masses and the people have been very much disappointed. He has neither given sui gas nor paid attention to the construction sectors. But committed corruption to the tune of billions of rupees through influence in the institutions and was a cause of confrontation with the departments and that is why he had to face the present scenario. If PTI government has not given due attention to the public problems, then it should read the writing on the wall.
