ISLAMABAD : Over 900000 illegal water boring have deepened water crisis in federal capital due to negligence of Capital Development Authority (CDA) .
Sources said that as per CDA laws any owner of the land in any sector of CDA in Islamabad is required to obtain NOC from this civic body for water boring at his residence and it will be binding on him to conduct boring work in line with the rules laid down in the NOC. The entries of specific boring site and its depth will also be mentioned therein.
Contrary to it million of citizens have carried out illegal water boring in their homes without obtaining permission from CDA. All this has been done in connivance with CDA planning department. This nexus between the landlords and corrupt elements of CDA has brought the water level down from 50 -80 feet to 200-350 feet.
The situation in rural areas of Islamabad is worst as people have got 3 illegal water boring in each home and the thing like law is seen nowhere in rural localities. The owners of the land have played havoc with streets through illegal water boring.
Lack of water supply system is stated to be the main reason behind this malpractice of illegal boring.
Had the civic body evolved a strategy to ensure unhindered water supply then the citizens would not have resorted to illegal boring of water pumps.
The water supply lines coming from dams have outlived their lives being 30 years old. They are dilapidated and broken and now have become major source of wastage of water. Million of tons water is stolen from these broken lines.
The water shortage can be reduced by 55 percent if these shortcomings are overcome.
CDA has to face financial loss to the tune of Rs 820 million every month in the face of illegal water boring.
When contacted, CDA spokesperson Malik Salim told Online that “we have issued notices to all those who are involved in illegal water boring . They have been directed to obtain NOC for their water boring pumps. These notices have been issued for one month. Later CDA experts team will review the situation and all the boring made beyond any legal sanction will be eliminated. The boring which are found in line with rules and regulations will be integrated into mainstream and NOC will be issued to them. If they fail to secure NOC within a month then their boring will be uprooted.
Any citizen who is desirous to seek boring facility in his home at Islamabad he can avail it under CDA planning and he will have to pay tax on this count. This decision will be implemented before June.
