Muzaffarabad: (Parliament Times) In a flagrant violation of law and justice, the custodian of Evacuee Property Raja Tariq has unilaterally dismissed the petition of a respected citizen without taking into account the decision of honourable court.
Defying the claims of so-called good governance and accountability the said officials is said to have dismissed the petition after the petitioner refused to pay bribes. According to credible sources the Custodian’s Dubai-based brother Raja Mumtaz is grossly involved in this illicit business of bribery and corruption. Mumtaz is working as a front-man to deal the matters and seeking bribes from overseas Kashmiris in getting favourable decisions in property cases through his brother who is a custodian officer.
Sajjad Maqbool, a resident of Khuiratta, has made eye-opening revelations about the Custodian Official Raja Tariq’s behind the scene activities. Addressing a press conference Maqbool has appealed the president, prime minister, chief secretary and senior members of Board of Revenue of Azad Jammu and Kashmir as well as other investigating agencies to take effective notice of the matter and hold an inquiry to bring culprits to justice. He told reporters that “our case has been pending in the Custodian Evacuee Property Raja Tariq”. Devolving the details of the case he said, “As per the case, I have special authority/autonomy in the case of Anwar Begum Wife of Munir Hussain”. “The land bearing Khasra Number 1661 and 1662 located at Khuiratta village were actually allotted to Munier Hussain, Nisar Hussain Pasran and Sadr-u-Din as refugees” he said adding that the names of our opponents Tariq Hussain, Khalid Hussain Pasran and Mohammed Hussein have also been included in it but land-measuring number permit was issued in 1968.
According to the law, he said that the land permit could be issued to only Munir Hussain and Nisar Hussain, who are the refugees from Indian occupied Kashmir. “The names of Tariq Hussain, Khalid Hussain and sons of Muhmmad Hussain have either been included in the land-permit due to error or through forgery. To the contrary he said that the land bearing Khasra number 1891 and 1892 were allotted to Munir Hussein in 1957, including other members of his family.
“Our opponents have obtained the same permit and certificate rights in custodian court and challenged it secretly”, Maqbood said adding that Anwar Begum, also received a 1968 certificate on June 19, 2012. He said that the permit was challenged on the basis that Tariq Hussain and Khalid Hussain, whose names were included in the permit as refugees 1947, were included through fraud and forgery. He said that both Tariq Hussain who was born in Saidpur Khui Rata in 1957 and Khalid who is younger than Tariq Hussain also hailed from same area.
“The Custodian official Raja Tariq, who had somehow obtained my mobile number called me on my cell number and asked me to contact his as my cases are pending in his court”, Maqbool said adding that since then the Custodian official kept on contacting him and sending him text messages message occasionally.
On July 15, 2019, he said that Raja Tariq contacted him from the United States and said, “I am coming to Dubai from the United States and I have to meet you”. “On July 16, 2019, I arranged food for him and his family at a local hotel (Gazebo Restaurant) in Dubai”, Maqbool said. “After returning back to home (Pakistan) Raja Tariq sent me the number of his brother Raja Mumtaz and asked me if I want a favourable decision in the case, pay me a million rupees and transfer it to Dirham and give it to my brother in Dubai because the opposition party is offering me more money”, Maqbool added.
In response to Raja Tariq’s phone call Maqbool told him that he was considering him as a good and honest person but bribe demand was not acceptable to him. Raja Tariq asked him to think again and contact his brother so that he could tell him further details.
“On my denial, the Raja Tariq joined hands with our opponents and dismissed our petition by defying the decisions of the High Court and the Supreme Court”, Maqbool said.
He made a passionate appeal to President Azad Kashmir, Prime Minister Azad Kashmir, Chief Secretary, Senior Member Board of Revenue and other investigating agencies urging them to conduct an inquiry into the matter. He said that the daughter of Raja Tariq (Custodian) is studying in the United States. “How does a civil servant have so many resources that his children are studying in the United States where fees are paid in dollars”, he said. “We will also file a reference against the Custodian in Accountability Bureau of Investigation”, he said adding that phone number of Raja Tariq and his brother Mumtaz, and their messages are safe with us while photos of Raja Tariq having dinner with us in Dubai were also available. He said that in case of inquiry they were ready to assist the investigative agencies.
