Islamabad: (Parliament Times) NAB Rawalpindi has filed a reference against Zaheer Ud Din Babar Awan, former Minister for Law & Justice, Raja Parvez Ashraf, former Minister for Water and Power, Muhammad Masood Chishti, former Secretary, Ministry of Law & Justice, Justice (R) Riaz Kiyani, former Secretary, Ministry of Law & Justice, Shamila Mahmood, former Research Consultant, Ministry of Law & Justice, Dr. Riaz Mahmood, former Senior Joint Secretary, Ministry of Law & Justice, Shahid Rafi, former Secretary, Ministry of Water and Power regarding delay in Nandipur Project in Accountability Court, Islamabad today.
That the Honorable Supreme Court of Pakistan decided the CP No.67/2011 regarding delay in Nandipur Project; nominated a Commission consisting upon Mr. Justice (R) Rahmat Hussain Jafferi to determine the responsibility for delaying causes. The said Commission conducted the inquiry by examining the record as well as witnesses and submitted its report on 09.04.2012. As per Judicial Commission’s report, the officers and officials of Ministry of Law and Justice were held responsible for the delay. Thereafter, Ministry of Water and Power referred the matter to National Accountability Bureau (NAB) in the light of the report of Judicial Commission.
As per details, the Nandipur Power Project was approved by the Economic Coordination Committee (ECC) on 27.12. 2007 at a cost of US$ 329 million. After approval, the contract was signed on 28.01.2008, between Northern Power Generation Company Limited (NPGCL) and Dong Fang Electric Corporation (DEC), China and two consortiums i.e. COFACE for Euro 68.967 million. & SINOSURE for US$ 150.151 million were established for the financing of the project.
