ISLAMABAD: (Parliament Times) Chairman NAB justice (r) Javed Iqbal has said that NAB was committed to work on merit for a 100% corruption free Pakistan.
“It is pride for Pakistan that Pakistan is considered as role model for SAARC Countries in eradication of corruption due to NAB efforts as Pakistan is the only country who’s Corruption Perception Index (CPI) according to Transparency International Report has been decreased from 175 to 116”, he said adding that 59 percent people of the country in a latest survey conducted by Gallop and Gillani have shown confidence on NAB due to it’s across the board actions against corrupt elements.
He said that NAB since its inception has received about 3, 99,861 complaints from individuals and private / public organizations. During this period, NAB authorized 13, 180 complaint verification, 8587 inquiries, 4124 investigations, filed 3407 corruption references in respective accountability courts and overall conviction ratio is about 77 percent. Since NAB’s inception, one of NAB’s major achievements has been the recovery of around Rs. 297/- billion of ill-gotten money which was deposited in the national exchequer which is a remarkable achievement of NAB.
He said that NAB during the tenure of present management of NAB under the leadership of Honorable Justice Mr. Javed Iqbal, Chairman NAB has taken various initiatives including has perfected its procedures and tried to overcome its organizational weaknesses and pillars of the organization i.e. Operations, Prosecution, Human Resource Development and Awareness and Prevention have been reactivated.The figures of complaints, inquiries and investigations are almost double as compared to the same period of 2017 to 2018. The comparative figures of last year are indicative of the hard work being put in by all ranks of NAB staff under the leadership ofHonorable Justice Mr. Javed Iqbal, Chairman NAB in an atmosphere of renewed energy and dynamism, where fight against corruption is being taken as a national duty. Increase in the number of complaints also reflects enhanced public trust in the NAB.
He said that NAB has devised a comprehensive Quantified Grading System in NAB in order to review and further improve the performance of NAB. Under this grading system, all Regional Bureau’s are being evaluated for the last three years on midterm and annual basis at a given criteria which has proved very successful and the performance of NAB’s Regional Bureaus is increasing day by day due to regular monitoring and inspection. He said that NAB is one of investigation agency of the world who has been prescribed for efficient, effective and expeditious disposal of all cases putting including white collar crime cases a maximum limit of 10 months- from complaint verification-to-inquiry-to-investigation and finally to a reference in the Accountability Court.
He said that NAB is committed to combat corruption with the realization that eradication of corruption is our national duty and it would result in common well and that we all are together in eradication of corruption. He said that NAB is determined to corruption free Pakistan with “Zero corruption, 100% Development” and directed all officers of NAB to demonstrate absolute fairness, transparency and merit in discharge of their national duties. On the directions of Chairman NAB, NAB has developed an effective Monitoring and Evaluation System (MES) catering to the needs of all concerned having salient features of maintenance of data at each stage including complaint entry, complaint verification, inquiry, investigation, prosecution stage and record proceedings of Regional Board Meetings and Executive Board Meetings including case brief, decisions made. It also has the ability to analyze data in qualitative and quantitative terms having warnings and alarms system for violators.
Honorable Justice Mr. Javed Iqbal, Chairman NAB reiterated that NAB is committed to eradicate corruption with absolute professionalism, transparently and on merit. He directed all Regional Bureaus of NAB to implement Monitoring and Evaluation System (MES) and conduct all complaint verification, inquiries and investigation as per laid down laws/SOPs.
