Islamabad: (Parliament Times) The Federation of All Pakistan Universities Academic Staff Association (Fapuasa) has expressed its serious concern over HEC Chairman Mukhtar Ahmad illegal participation in the 167th meeting of Quaid-i-Azam University Syndicate held on 4th of February at QAU.
FAPUASA has observed that the HEC is not abiding by the requirements of the Acts of various Universities in sending its representatives to statutory bodies. In the case of Pakistan’s top ranked Quaid-i-Azam University (QAU), for example, HEC Chairman Mukhtar Ahmed illegally attended the 167th meeting of the QAU Syndicate, even though he had not been approved as Member of the Syndicate of QAU.
The FAPUASA spokesman that according to the Article 21(1) of the Act of QAU, the Higher Education Commission HEC can nominate one representative for the Syndicate of QAU. This representative of HEC is formally nominated by the 18 members of Higher Education Commission. The Chairman of HEC Dr Mukhtar Ahmed has never been nominated by the HEC Commission.
It is said that the Chairman HEC setting aside all rules for the formulation of QAU Syndicate, walked in meeting with two other employees of HEC and hence attended the meeting illegally without proper authority.
The FAPUASA spokesman said that Dr. Mukhtar, was called by the registrar of QAU to attend the Syndicate meeting as the registrar seeks his support in getting his job restoration, against whom charges of meriting dismissal from service were established by an Inquiry Committee. It is said that the Registrar of QAU conspiring to inject Dr. Mukhtar in new Syndicate of QAU.
FAPUASA defines Dr. Mukhtar appearance in new Syndicate meeting as a clear violation of the University Act unless the 18-members HEC duly nominates its Chairman for this new tenure of the Syndicate of QAU.
It is also a matter of concern for FAPUASA that legislation under the 18th Amendment that would see final transfer and dissolution of HEC funding functions as per requirement of the Constitution is not being carried out and that members of the parliamentary committee on the subject are least bothered to fulfill their functions as legislators. HEC interference in day-to-day affairs of other HEIs, including COMSATS, Federal Urdu University, Arid Agriculture (RWP), and obstruction of constitutional mandate vested in provinces is a matter of alarm.
