Muzaffarabad,(Parliament Times): After the Government of Azad Jammu and Kashmir entrusted the leadership of the State Disaster Management Authority (SDMA) to Saeed-ur-Rehman Qureshi, a significant improvement has been witnessed in institutional performance, professional preparedness, and policy-level coordination. Under his dynamic leadership, not only has the overall strategy been reorganized, but the institution’s presence in the field has also become more effective, coordinated, and result-oriented than ever before.
Considering the current global and border security situation, Rescue 1122 has initiated practical emergency drills to prepare for possible crises. In a recent special exercise, Director General SDMA and Rescue 1122 Saeed-ur-Rehman Qureshi, along with Director Administration Raja Nauman, In-charge Muzaffarabad Ahsan Aziz, In-charge Operations Rana Zaheer, and other officers and personnel participated actively.
During the exercise, comprehensive demonstrations were carried out, including fire-fighting techniques, immediate medical assistance to the injured, rescue operation strategies, and the effective use of modern equipment. The personnel displayed remarkable speed, coordination, and professional skills while responding to simulated emergency and disaster scenarios. The ability to control fire using modern equipment, evacuate victims to safe locations, and provide first aid clearly indicated that the institution is fully prepared to deal with any extraordinary situation.
While addressing the participants, Saeed-ur-Rehman Qureshi stated that Rescue 1122 stands shoulder to shoulder with other security institutions of the state and remains ready to respond to emergencies with the available resources. He emphasized that the personnel are a valuable asset of the state and remain fully committed to protecting the lives and property of the public. He further said that the Government of Azad Kashmir is taking serious and practical steps to modernize SDMA and Rescue 1122 so that timely and effective responses can be ensured.
Talking to the media, he took a clear stance on the issue of risk allowance, stating that it is the fundamental right of the personnel because they face dangers at every moment and are always the first to risk their lives during emergencies. He assured that strong representation will be made before the relevant authorities so that the legitimate demands of the personnel can be addressed in practical terms.
Before the start of the exercise, a tree was planted under a plantation campaign. This gesture symbolized that along with disaster preparedness, environmental protection and sustainable development are also among his priorities. The initiative reflects a vision in which emergency response is combined with preventive measures and environmentally responsible policies.
The professional journey of Saeed-ur-Rehman Qureshi is marked by dedication, integrity, and public service. He began his government career in 1999 as a Grade-17 officer through the Public Service Commission and established his reputation through exceptional performance at every stage.
During 2004–2005, he studied Environmental Science in England, gaining insight into modern global trends related to environment and natural systems. After the devastating 2005 earthquake, the Government of Azad Kashmir assigned him the responsibility of serving as a translator with American doctors—an example of his administrative capability and humanitarian spirit.
In 2010, he received an award for Pakistan during environmental training in China, reflecting international recognition of his professional competence. In the same year, after the catastrophic floods, his services were placed with the United Nations Development Programme (UNDP), where he remained associated with SDMA and played an important role in strengthening disaster management systems.
His promotion as Deputy Director in 2014 and Director in 2018 further demonstrated his competence and continuous dedication. Specialized training in Japan, Korea, Nepal, and France in disaster management added a global perspective to his professional experience. His outstanding services during the 2022 floods in ???????? and ???? further highlighted his leadership abilities at the national level.
His appointment as Director General SDMA brings hope that the disaster management system in the state will become stronger, more coordinated, and aligned with modern standards. His vision, international experience, and strong advocacy for the rights of personnel will undoubtedly lead the institution toward greater confidence and stability.
