Muzaffarabad ,(Parliament Times): In a significant step toward digital transformation and public service enhancement, Zindigi, powered by JS Bank, has signed a landmark agreement with the Government of Azad Jammu & Kashmir (AJK) to digitize water bill management and collection across the region.

The agreement aims to modernize the existing water billing infrastructure by introducing secure, efficient, and transparent digital payment solutions via Zindigi Raast QR.  Under this initiative, customers will be able to make payments via Zindigi Raast QR, ensuring instant and seamless transactions. Additionally, citizens will have the flexibility to pay their water bills through the Zindigi app as well as through the mobile applications of any banking app integrated with Raast, providing greater accessibility and convenience across Pakistan’s digital banking ecosystem.
Speaking at the ceremony, Khalid Mirza, Secretary Physical Planning & Housing, emphasized the government’s commitment to adopting innovative digital solutions to improve public services and governance. He noted that the partnership marks a major milestone in enhancing transparency, operational efficiency, and citizen convenience in utility bill management.
Noman Azhar, Chief Officer of Zindigi, emphasized that the collaboration is a strategic move to accelerate digital adoption in AJK. He further stated, “This collaboration reflects Zindigi’s continued commitment to driving financial inclusion and digital empowerment. The initiative will not only simplify payment processes for residents but also contribute to building a more digitally connected and financially inclusive ecosystem in AJK.”
The signing ceremony was attended by senior officials from both sides, including Khalid Mirza, Secretary of Physical Planning & Housing, Government of AJK, and Noman Azhar, Chief Officer of Zindigi. Also present were Rao Umer Farooq, Head of International Business; Farhan Akram, Senior Manager of International Business & Alliances; and Arif Qureshi, Bank Manager at JS Bank Muzaffarabad.
Under the agreement, Zindigi will provide a comprehensive digital framework for water bill payments, real-time transaction tracking, and improved reporting mechanisms, ensuring accuracy and accountability in the billing system.
This partnership represents a forward-looking approach toward public-private sector collaboration, reflecting both institutions shared vision of leveraging technology to deliver better public services.
