Political, democratic and parliamentary traditions bulldozed by approving budget without discussion: Raja Farooq Haider Khan

Muzaffarabad, (Parliament Times) : Former prime minister of Azad Kashmir Raja Muhammad Farooq Haider Khan has said that political, democratic and parliamentary traditions were bulldozed by approving the budget without discussion. What kind of emergency was there or who was disrespected that the rules were suspended.
He said that Prime Minister is suffering from fear, he does not trust his ministers. We were told that the Action Committee will surround the Assembly. This government is weakening the writ and status of the state. If this situation continues, the need and usefulness of this system will disappear.

He said that the people have voted so that there will be a discussion in the assembly, the Prime Minister is not ready to trust anyone. It is unfortunate that all the people and parties that uphold democratic traditions have maintained a criminal silence on this issue. If the elected house does not hold a full discussion on public issues and other matters, then matters will go to the crossroads.

He said that he himself admitted that he was also involved in the crime of making him the Prime Minister. It is a pity and will remain so for a long time. This is the third budget in his tenure that is being passed without any discussion. No one here has even condemned the terrorists. How long will they continue to rule in fear and surrender their powers.

While talking to the media here, the former prime minister said that under Section 38 of the Azad Kashmir Interim Constitution Act, 1974, the budget is presented in the Legislative Assembly, which is a constitutional requirement to be presented first in the cabinet and then in the Assembly. For which the procedure is laid down in Rules 125 and 126, not giving an opportunity for discussion and discussion of cuts using Rules 127, 128, 129 and 131, taking hasty action to approve the supplementary budget is incomprehensible.

He said that this is tantamount to hollowing out the roots of this system. Why is this assembly being made a joke by lying under the action committee? He added that he has said in his statement in the budget session on the objection that some time ago, saboteurs were killed in Rawalakot but no government minister condemned it.

He said that If there is a threat to the constitution, it will be at the forefront of protecting, the traditions that have been established by this government are incomprehensible and irreparable. He suggested that the assembly be allowed to remain in the assembly, its sanctity and dignity should not be abolished. We cannot support this behavior. Who is afraid of the Prime Minister, what is the danger which is being done. The budget is being discussed in all assemblies, including the National Assembly.
