Youth Unemployment and Skill Deficiency in Pakistan

    Dr. Muhmmad Faisel Malik
Pakistan is one of the youngest countries in the world, with over 60% of its population under the age of 30. While this youth bulge is often seen as a great opportunity for economic growth, it also presents a serious challenge: youth unemployment. The lack of alignment between academic qualifications and market demands has created a severe skills gap, leaving millions of young people unemployed or underemployed. Pakistan’s youth unemployment rate remains alarmingly high, especially among graduates. Thousands of degree holders enter the job market every year but struggle to find work that matches their education or expectations. The issue is more pronounced in rural areas, where access to information, career counseling, and professional networks is limited. This is where Human Resource (HR) professionals can play a significant role by guiding recruitment strategies, internship programs, and entry-level opportunities targeted at young job seekers. The skills gap refers to the mismatch between the skills employers need and what job seekers offer. In Pakistan, this gap is caused by outdated academic content, limited vocational and technical training, lack of exposure to digital tools, weak communication skills, and a disconnection between education providers and industry requirements. HR departments frequently report that candidates lack practical experience, critical thinking, and adaptability. To overcome this, HR professionals must collaborate with educational institutions to shape curricula that match workplace needs and initiate structured on-the-job training programs. This situation has wide-ranging implications for both the economy and society. Economically, high youth unemployment results in lower productivity and underutilization of human capital. Socially, it contributes to frustration, disillusionment, and even migration, as young people seek better opportunities abroad. Within organizations, HR departments face difficulties in finding the right talent, often resulting in higher turnover and recruitment costs. Addressing youth unemployment and the skills gap in Pakistan requires a collaborative effort involving the education sector, industry, government, and especially Human Resource departments. HR can lead initiatives like graduate trainee programs, mentorship schemes, and skill-building workshops. Companies should be encouraged to invest in their future workforce by offering apprenticeships and career development paths. HR leaders must also advocate for inclusive hiring practices that provide equal opportunities to youth from different regions and backgrounds. Furthermore, HR’s role is essential in promoting digital upskilling, especially in the age of remote work and online freelancing. By integrating digital tools into employee training and creating flexible work environments, HR can help bridge the employment divide. Startups and SMEs can especially benefit from HR-led strategies to attract and retain young talent through creative compensation, flexible work models, and a positive workplace culture. Pakistan’s youth are full of energy, ideas, and ambition but without the right skills and direction, their potential will remain untapped. Human Resource professionals are uniquely positioned to turn this challenge into an opportunity by connecting young talent with meaningful employment and equipping them for the future of work. By investing in youth through strategic HR practices and cross-sector collaboration, Pakistan can transform its demographic challenge into a powerful economic asset.
