    Imran Khalid made history by generating about a billion rupees in just one year

    Muzaffarabad, (Liaqat Bashir Farooqui): Imran Khalid, the former director general of Mirpur Development Authority (MDA), made history by generating about a billion rupees in just one year.
    Azad Kashmir’s prime minister, Sardar Tanveer Ilyas, also acknowledged it in a recent news conference held in Islamabad.
    When Imran Khalid took over as director general in October last year, MDA had gone almost bankrupt and only had about Rs. 1 million to Rs. 1.5 million in its account, making it impossible for the MDA to pay even salaries to employees, which cost about Rs 20 million each month.
    The energetic and young DG put all of his effort into raising nearly Rs 860 million in a short period of 14 months.
    He spent Rs 280 million on employee salaries, Rs 70 million on ongoing development projects, and Rs 510 million are still in the MDA account.
    While other development authorities still rely on government funding for salaries, Mirpur Development Authority is the only one that achieved financial independence in a short amount of time.
    According to an MDA officer, the MDA has never recently held such a sizable balance in its account.
    It has previously had problems paying employees’ salaries.
    As an additional measure to ensure employee attendance, outgoing DG Khalid Imran implemented a biometric system.
    With NADRA’s assistance, Imran Khalid was also developing a system that would make it easier for everyone to know how many plots are given to which individuals.
    In addition to it, he also intended to resume Jinnah Town’s construction, which had been susoended a decade ago as a result of corruprion under the Pakistan People’s Party rule.
    The residents of Mirpur, particularly those who reside in the UK, have invested more than a billion rupees in Jinnah Town, but their money has been stuck for years.
    On December 15, 2022, the AJK Supreme Court’s judgement caused all development authority chiefs, including Imran Khalid, to vacate their positions.
    The SC ruled that all of the appointments of the Development Authorities’ heads were illegal and ordered that they “must cease to hold the offices forthwith.”
    The SC ordered the law secretary to ensure that rules were framed for all positions of heads of development authorities within a three-month time frame.
    Until then, the SC said that the government should assign the responsibility for the Mirpur Development Authority and the Muzaffarabad Development Authority to the chief engineers, P.P.H./Highways, and the responsibility for the other development authorities to the superintending engineers, P.P.H./Highways, for smooth operation.
    Abdul Rauf, a local resident, claimed Imran Khalid’s appointment as MDA’s DG resulted in a significant improvement and added that his removal was a great loss because he was an honest, talented, and hardworking individual.
    He said that the MDA was used as a means of financial support by the former rulers and their friends, families, and friends of friends.
    He added that following the SC decision, the same individuals are working to ensure that their favourite is appointed as head of the MDA so they can harm it once more for their personal gain.
    A number of individuals in high positions are purportedly eyeing Rs 510 million, according to an MDA officer.
    He alleges that occasionally, their supporters enter the MDA building, harass the employees, and even threaten them.
    They consider MDA their fief.
