In 2004, federal government formed a parliamentary committee headed by Chaudhry Shujaat Hussain to consider the situation in Balochistan. The committee further established two more sub-committees, one headed by Wasim Sajjad and the other headed by Mushahid Hussain Syed each. Wasim Sajjad’s subcommittee focused on the province’s constitutional concerns, while Mushahid Hussain’s subcommittee suggested addressing economic and other concerns. After lengthy meetings and discussions with many stakeholders, the sub-committee of Mushahid Hussain presented its report which contained the following recommendations. 1. Check out Frontier Corps and Coast Guard checkpoints in Interior Balochistan, and remove unnecessary checkposts. The focus of both security agencies should be on border patrolling and controlling of arms and drug smuggling. Whereas Levies should be provided police_like training along with the provision of required facilities. 2. Stop building military cantonments until all major issues are resolved. 3. The federal government should increase the royalty of gas producing districts of Balochistan along with paying the arrears. 4. Ensure maximum provincial representation in the boards of PPL and OGDC immediately. Oil and gas companies should invest 5% of total expenditure on social sector projects in consultation with public representatives. Distributors should provide gas to the areas on priority basis where it is produced. 5. Transfer the head office of Gwadar Port Authority from Karachi to Gwadar; appoint chairman and half board of directors of GPA from Balochistan and allocate 7% of total GPA revenue for development of Balochistan. Makran region and the rest of Balochistan should be given preference in employment in Gwadar. Fishermen displaced by the project should be relocated closer to the East or West Bay. 6. Focus on development projects in Gwadar, Quetta and Sui. Facilitate social sector development throughout the province, especially in health, housing, and education. 7. Make the level of development and backwardness the first principle of the NFC Awards. 8. Strictly enforce the 5.4% employment quota for Balochistan residents in all Federal Ministries, Divisions, Corporations, and Departments and consider special measures to address the shortfall in recruitment of Baloch in the Armed Forces and Civil Security Forces. 9. Create equality between Balochs and Pashtuns in all walks of life in Balochistan. Had these suggestions been implemented in the true spirit, the situation in Balochistan would not have been so bad as the people of the province are facing now. The recent wave of violence in the province reflects the fact that we have not learnt the past.
