|By Abdul Rahman Malik,
There is a strong debate in the power corridors that will there be any in-house change in Sindh or not since the CM Sindh is also facing graft charges in illegal land allotment cases along with former CM Sindh Syed Qaim Ali Shah.
It was apparent from the PTI government move when it placed the names of as many as 172 persons on exit control list including PPP co-chairman Asif Zardari, his sister Faryal Talpur and his son Bilawal Bhutto, CM Sindh and others. The Supreme Court was irked over the hasty inclusion of names of Bilawal and CM Sindh and asked the cabinet to review the names and exclude the same from the list.
On the other hand, PPP appears to be in the aggressive mood and even warned PTI of any adverse plan of toppling Sindh Government or imposition of Governor’s rule because it will lead to protests and Federal Government will not be able to sustain the pressure developed by PPP and other opposition leaders.
The PTI chief Imran Khan and the information minister Fawad Chaudhry are planning to start Sindh Yatra in their abortive efforts to bring in-house change in Sindh with the help of opposition groups along with possible creation of forward block in PPP as the noose against PPP leadership is going to be tightened in coming days.
It is probable that PPP may sustain heavy setback in Sindh since several PPP’s disgruntled stalwarts are intending to join the possible forward block and may form an alliance with ruling PTI government.
In this connection, PTI’s Haleem Adil Sheikh and Governor Sindh have been assigned the special task to contact with the various politicians especially from GDA, Mehar Groups and the disgruntled PPP MPAs to form the forward block in Sindh to bring in-house change.
Given the move, PPP chairman Bilawal Bhutto and Co-chairman Asif Ali Zardari are holding Political gatherings in Sindh to win support from the public besides contacting annoyed leadership of PPP to fail the plan of PTI and stop the way of possible in-house change in Sindh aimed at sabotaging party structure. Since at the moment, PPP Co-chairman Asif Ali Zardari appears to be in hot waters owing his alleged involvement in Mega Corruption Scandal as well as in the Fake Bank Accounts case.
In this whole scenario, the public remains neutral since they are quite aware of the evil designs of the populist leaders who are allegedly using Sindh card to win support in order to hide their mega corruption in the guise of fake accounts scandal in which the national exchequer incurred the losses of billions and the billions were laundered to escape taxes and purchase properties in Dubai, UK and Switzerland.
The poor law and order situation in Sindh is yet another issue that has affected the governance of Sindh. The poor governance, dismal law and law order situation, the poor education and health indicators paint a grim picture of Sindh and call for immediate steps to improve the issues as PPP has been ruling Sindh for the 3rd consecutive term and have done nothing but corruption, mismanagement and China cutting.
The good governance has always remained a distant dream in Sindh because of the heavy influence of peers (Syed families) and feudal sardars whose hegemonic policies have wreaked havoc and are based on oppression and suppression and subjecting the people to bonded labour, maltreatment, political malaise. There are some visual cases in Thar where the poor people are forced to work as bonded labour.
It is ironic that despite the passage of 70 years of Pakistan’s independence, Sindh has never witnessed any Good Governance model that might have developed its outlook and increased the smooth functioning of Education, health, water and sanitation facilities. Consequently, the Sindh government has failed to address the issues on the basis of equality, justice and priority.
It is really challenging and impossible in a situation when a feudal receiving the votes on the basis of political or feudal influence and getting elected as MPA/MNA, may be expected to do something for the benefit of common man.
But they would rather focus on making money or try to recover the expenses they incurred during the election campaign by committing various corrupt practices such as awarding public works contracts to blue-eyed contractors by accruing commissions in return or selling jobs to jobless through a bribe. These practices do exist for many years.
Another aspect is that the Sindh’s politics is based on family or hereditary that is why if father gets old or retires from the politics then his son becomes his successor and the same party awards ticket to him regardless of any experience in Politics as the party leadership is well aware that he will certainly win elections as they always win elections on their own and even if the party does not need to support them to run their election canvassing.
The hereditary politics revolves in Bhutto, Syed, Bijarani, Sundrani Mazari, Mahar , Bhayo ,Jatoi ,Shirazi,Malik ,Shar , Memon , Mirza ,Pathans , phulpota, ujjan, shar, Domki, Soomro, Jakhrani Khoso, Talpur, Abbasi, Chandio, Abro , Sarki, sheikh ,Panhwar , Khuhro, Pathan ,Wassan ,Siyal ,Lanjar and Magsi tribes since these arethe Prominent tribes that have complete control over the Politics and have been getting elected for the last three to four decades having maintained their domination over the Provincial and Federal Constituencies of Sindh.
There is no room for common men to contest elections in the presence of these powerful and influential feudal politicians who are enjoying infinite powers and even influencing police to be used against their rivals or dissent voices.
Service delivery in Sindh is almost at the lowest level having lesser priorities. That is why the land of black gold reservoirs i.e the Thar has suffered a lot due to black famine causing infant deaths due to extreme malnutrition and scarcity of pure drinking water.
The death of merit, reference culture, nepotism and favouritism is on the rise and there is no respite for poor masses. The public funds are misused by MPAs and MNAs in their personal use or in their personal interest based schemes neglecting the need-based distribution of Public funds.
The Education, Health, Human Development and Law and order situation are in abysmal condition and the situation goes from bad to worse each passing day.
Even, the Prestigious Sindh Public Service Commission results are questioned by the candidates due to high-level influence and corruption cases and the candidates always record their protests regarding the prevalence of nepotism, favouritism and corrupt practices in the elite civil service jobs.
On the other hand, the PPP leadership specially the senator Rahman Malik, Murtaza Wahab and others warned the PTI government that if any effort of dislodging the PPP Government in Sindh was practised, then PTI will put its own Federal Government in danger since the Federal Government of PTI is standing on just a few numbers and If opposition gets united, it will lose those numbers and may fall immediatelyit clear that they do not have the intention to topple the Government, but they want to give the Government the tough time since it is using NAB to target the Opposition leadership.
The Political pundits and analysts are of the view that with the retirement of Chief Justice of Pakistan, Justice Saquib Nisar, the aggressive Judiciary may have passive attitude against these corrupt elements of Pakistan since the incumbent Chief Justice, Justice Asif Saeed Khosa is very cold tempered person and he had clarified in his first statement while taking oath that he would use the SUO Motto sparingly and will not interfere in the affairs of other constitutional institutions. This clearly shows how clear the vision of Justice Asif Khosa is!
Finally, if the opposition gets united on one platform and starts protests against the Government, the PTI Government may have to face tough challenges ahead, given the PTI’s desperate intention to bring in house change in Sindh.
If Zardari is arrested along with her sister Faryal Talpur by NAB in Fake accounts case, then PPP politicians may be in disarray and there is a chance of forward block in PPP.
But at the
moment, it does not seem that such dreams of PTI may have any reality in the
near future unless PPP leadership i.e Asif Zardari is arrested by NAB.
