MIRPUR (AJK): One may not be wrong if describes the ‘One Window Swift Facilitation Center’ at Mirpur Development Authority’s offices complex here – a miracle for the quick delivery of required services, related to the allotments made in the housing sectors of the MDA and identical matters linked to the masses including allottees as well as overseas Kashmiris within minimum possible timeframe.
“ At least 25 to 30 cases related to the allotments in MDA’s housing sectors including transfer of the plots to the buyers, approval of plans / designs of the private and public sector buildings under the bye-laws of the MDA, use to land and dispose off daily from the center regard issuance of allotment and possession chits, resolution of the issues related to the unlawful possession by the land grabbers, requisite proceeding for getting the illegally occupied plots by the land grabbers in any of the housing sector of MDA freed from the unlawful occupants and land grabbers through the town planning and Estate Management sections of the MDA are some of the assignments, which are performed by the One Windom Facilitation Center in minimum possible time frame under the prevalent rules and regulations are the major responsibilities of the Center”, according to Tajamal Hussain, senior MDA official at the One-window Facilitation Center, meant for swift disposal of the cases landing directly at the center.
When contacted on Monday, Tajamal Hussain told this Correspondent here on Monday that on the special directives of the DG MDA Mr. Ejaz Raza, the One Windom Facilitation Center, headed by Director Estate Management Raja Muhammad Arshad as well as Ch. Haq Nawaz, Deputy Director Estate Management / the serving Deputy Commissioners, at the MDA, the One Window Facilitation Center is lending its energies for the timely disposal of the cases at mentioned above in response to the applications landing at the center.
According to an in depth investigation over the usage of the Center, conducted by this Correspondent, the State-of-the Art One-Window Facilitation Center at Mirpur Development Authority Central offices complex, has yielded hundred percent results executing the delivery of swift service to the masses including lakhs of the UK-based Kashmiri expatriates, related to all sections of the MDA.
The fully equipped and computerized One Window Facilitation Center bore positive results in short span of over a couple of years since its establishment in 2015.
According to the investigations about 500 out of a total of 600 applications related to adjustments, allotments / possession chits, boundary walls, demarcation, anti-encroachment, maps and transfer of the plots were disposed off within a short span of one month of the emergence of the Center. Rest of the 48 applications, landed during that period, were also processed and disposed off within next few days, he recalled.
Over a couple of years ago, the MDA decided to introduce series of exceptional reforms in the MDA to ensure the vibrant role of the MDA in providing swift services to the masses including the overseas Kashmiris hailing from this district, related to various sections of the organizations.
The applicants including those seeking transfer of plots, approval of designs of the private and commercial buildings, queries about the existing positions of the allotted plots in line with the already approved and under-process master plans (maps) and other amenities, for which MDA is responsible to deliver, once submitted their application in the One-window Facilitation Center which gives a stipulated time-frame of just few days to apprise the applicant about the outcome of the concerned processed application.
Later on it stands the responsibility of the MDA for ensuring the quick expedition and disposal of the application in line with the need of the aspirant under the prevalent rules and regulations and bye-laws set by the MDA.
The opening of One Window swift facilitation center at MDA’s Central offices complex was primarily aimed at to devise a strategy and mechanism to make easier the disposal of the public matters related t the approval of the designs of buildings in the housing sectors of MDA besides the transfer of the plots through sale and purchase by the allottees and all other concerned. Under the recent revised and reformed procedure, the verification of the already allotted plots is not required from the Town Planning section. Rather the Estate Section use to execute the exercise of the transfer etc of the plots in line with the record available in the master file of the concerned plot.
