E&D rules to replace Special Power Act says government

Muzaffarabad: (Parliament Times) The government of Azad Jammu and Kashmir during a high level meeting presided over by Prime Minister Raja Farooq Haider Khan here on Tuesday took a decision regarding the withdrawal of Special Power Act replacing it with the application of Efficiency & Discipline (E&D) rules.

The high level meeting, which was attended by AJK minister for Law Raja Nisar Ahmed Khan, minister for Education Barrister Iftikhar Gillani, minister for Health Dr.Najeeb Naqi, Advocate General, secretary Health, secretary Education(schools)and secretary Education (colleges), discussed in detail the matters relating to posting and transfers of employees of the Education and Health departments. Regarding the posting and transfer of civil servants, the high level meeting decided that all transfers and postings would be made on the basis of merit and inline with the larger interests of common masses.

Addressing the meeting, AJ&K Prime Minister said that government was taking steps for the raising of educational standards and qualification for the appointment of primary teachers had been set as equal to senior teacher. He appreciated the public servants for their valuable contributions to wards the provision of health services in the government hospitals. He declared the civil servants an asset of the State.

Meanwhile, talking to the delegation of the refugees of Occupied Kashmir the Prime Minister assured the delegation that their demands would be honoured accordingly. Raja Farooq Haider Khan said that incumbent government would utilize all available resources to address the problems faced by the migrant community. “Kashmiri migrants [post 89 migrants] are part of our body and soul, will solve their problems on priority bases”, the AJK prime minister said.
He assured the visiting delegation that special job quota allocated for the migrants would be implemented in letter and spirit. Regarding government’s decision to increase subsistence allowance of refugees settled in different camps across the region the PM said that the decision vis-à-vis the increase of subsistence allowance of Kashmiri migrants by 500 rupees per head, would be implemented soon. To settle the community on permanent basis, he said that 400-Kanal-land has also been acquired for this purpose where all the basic amenities would be provided to Kashmiri refugees who were forced to leave their homes, hearth and property by occupation forces.

He said stable, strong and democratic Pakistan was the guarantee for the success of Kashmir freedom movement. AJK PM said the Kashmiri people are chanting Pakistan Zindabad slogans in every nook and corner of Kashmir under Indian bayonets and shackles while waving Pakistani flags and getting bullets on their chests.

He said the Indian so-called democratic and secular face would be unveiled before the civilized world. While terming India as the murderer of Kashmiri people he appealed to world community to take stock of recent Indian tyranny in occupied Kashmir and prevent India from its brutal acts which it has continued so far. The AJK PM said that Kashmir people are demanding their fundamental right, the right of freedom which India is denying for last seven decades.
