CDA declares upgradation of 1000 employees illegal

Islamabad: (Parliament Times) The Capital Development Authority (CDA) declared the promotions of around 1000 officials and employees illegal, while they have been issued show cause notices.

According to media reports , thousands of employees have been given shoulder promotion in violation of CDA rules and regulations. A notification issued by HRD CDA said that explanation has been sought from 45 gazetted officers in the firs phase. Show cause notices have been served in the light of recommendations from a 5-member committee of CDA.

The enquiry committee report said that CDA rules and regulations have been breached in the promotions granted to 1068 employees under personal upgradation, change of cadre. These employees have been promoted on their personal applications against the posts which did not exist and outstanding arrears amounting to million of rupees have been paid to them against these promotions from back date.

The committee also recommended that in the light of Supreme Court decision, the authority should declare all these upgradation, fix the responsibility of this irregularity on the then chairman, member Admn, Director General HRD, deputy, assistant director and all HROs and recover the amount from them.
